Policy


As custodians of public money, we have a duty to ensure spending is undertaken in a responsible and ethical manner. Be it generating and retaining wealth within our communities, contributing to the achievement of environmental commitments, or mitigating against the risk of servitude and discrimination within our supply chain. The application of sound policy objectives when tendering for and managing contracts is key to procuring in an ethical and responsible way.

 

Our Policy Team possess a wide variety of skills, experience and subject matter expertise in areas such as social value, environmental sustainability, net zero and modern slavery, underpinned by our Policy through Procurement Framework. This combination enables our customers and Strategic Procurement Team to effectively ensure third party spend goes beyond the core council operations, to support the delivery of strategic objectives of our partner organisations. It brings together a myriad of policy objectives and strategies across our partner organisations, summarising core common material and providing a way to navigate the remainder. For new customers, much of the thinking around policy considerations has been done for you, and our team of subject matter experts can work with you to ensure your third party spend upholds your organisation's policy objectives, and drives positive outcomes for communities.

 

Procurement Insights


Our Procurement Insights team provide an in-depth analysis of all third-party expenditure and procurement related data across multiple councils. Spanning the macro and micro levels, they can support you by analysing external spend to make recommendations on how you can be more effective in your approach to procurement. They can also support you with carrying out market analysis and assisting with an in depth look at a specific markets to support data enabled procurement decisions. 


The team provides consolidated reports, drawing information from a number of industry leading tools and methodologies, and can develop bespoke dashboards and reports depending on your need.
