Sam's Story
Sam began his career in Procurement as a trainee with no prior procurement knowledge. His trainee programme allowed him to experience a broad range of technical areas such as Commercial Insight, Sourcing, and Strategic Procurement. He steadily advanced through the department, successfully completing the trainee programme six-months early and securing a role as a Procurement Specialist within our Strategic Procurement Team. Sam quickly progressed to become a Procurement Manager six-months later and, in 2020, was successfully promoted to his current role as Strategic Procurement Manager.
Sam oversees one of the biggest - and most sensitive - categories in the Council, namely Adult Social Care and Public Health, which has an annual spend of almost £0.5bn per year. He has led on many highly political and complex procurements and has been responsible for the re-procurements of Community Equipment and Home-Based Care, two extremely important services. Our Adult Social Care & Public Health services collaborate with the local NHS Integrated Commissioning Board Partners, and Sam takes strategic lead responsibility for joint procurements, managing multiple stakeholders with divergent needs. Sam's experience has led him to be forward-thinking, solutions focussed, and enabled him to be innovative with the way our procurements are run, which will ultimately benefit Surrey residents.
